Vogel, who retired from the Marine Corps as Major General in 1946, is best known for his support of the Navajo code talker program. The Scouting Fleet was established in 1922 and consisted mainly of older battleships and initially operated in the Atlantic. In 1931 it was redesignated as the "Scouting Force."
