The author read this paper at the meeting of the Massachusetts Historical Society held on Thursday, January 10, 1884. Ellis presents the lack of naval readiness at the outbreak of the Revolutionary War, despite the abundance of natural resources for shipbuilding. While Congress began to take action towards building a navy, privateers played a critical role by disrupting British supply lines, bolstering the American economy, and enhancing the war effort at sea, where the Continental Navy was severely limited.
