From the library of noted numismatist and philatelist Howard Franklin Bowker with his name blind stamped to a few pages. Fuller was a British civil engineer and professor of engineering at Belfast's Queen's College. He received patents in Great Britain in 1878 and in the United States in 1879. W. F. Stanley of London manufactured the rule from 1879 until 1975, and it was marketed in the United States by Keuffel & Esser, Dietzgen, and other dealers. Quite scarce; only one institutional copy located (University of Pisa). Item #22853
