As explained in Chairman Seiji Kaya's preface, the work was prepared by members of the Special Committee on the Effects of Radioactivity, established after the March 1954 Bikini thermonuclear test "for the purpose of co-ordinating scientific research in injuries caused by radiations in consequence of this test." The compilation brought together the work of specialists in physics, chemistry, meteorology, biology, agriculture, fisheries, economics, and medicine, presenting one of the first comprehensive English-language accounts of Japan's coordinated scientific response to radioactive fallout.
